ASQC Quality Audit Division Business Meeting

A. Call to Order and Quorum
Chairman Charlie Robinson called the meeting to order at 8:02 am.
Attendance sheet routed for signature. One proxy from John E.
Sawyer, Region 6 Councilor, was received. A Quorum of at least
15 Regular Members in good standing was determined to be present.
B. Secretary's Report
Moved by Dick Beahr, second by Chuck Carlson to accept the
minutes as published in the April 1996 VISTA with the exception
that the spelling of Jo Ann Serilla's name be corrected. Passed
by voice vote.
C. Chairman's Report
Charlie Robinson presented information on the Quality Audit
Division. As a Division we have much to be proud of: high,
enthusiastic membership, excellent newsletter, outstanding
conferences, and (soon) a handbook of auditing. Charlie pointed
out that the number or people who sit for the CQA exam has
dropped from 6537 to 5775 to 4261 from 1993 to 1994 to 1995.
There was discussion on whether the QAD needed to do further work
on determining why we are not maintaining steady in the number of
people sitting for the CQA exam. The potential need for learning
whether people are gaining their RAB certification, then dropping
their CQA, was expressed.
D. Treasurer's Report, Dick Beahr
Dick Beahr reports that we made $100,862 on the 1996 Quality
Audit Division Conference bringing our net worth up to $226,908.
E. 1997 Conference Chair, Dave Kildahl
There will be a separate track for customer/supplier and external
audits. A private tour of Universal Studios, backstage for a
group of people is being worked for this conference. This will
be a working day behind the scenes to learn how new products are
brought on line, not fun and frolic at the studios. Attendance
will be very limited, so apply early.
Dave is looking for good speakers for the conference. He is
looking for speakers who are not authors at this time. He also
needs a couple of people for the conference team, and to fill the
apprentice program. On person commented on Kildahl's comment on
the "neighborhood" at the 1996 conference. This was a
misunderstood or misstated comment intended to refer to the
industrial/airport nature of the area, rather than it being a
high crime area (which is not true).
F. Wendy Finnerty, Vice Chair - Administration
Region 5 Councilor position is vacant because the past councilor
moved. Howard Swartz, with AAI in Hunt Valley, Maryland, was
appointed as the new Region 5 Councilor.
Finnerty would like people to volunteer to help in the regions to
fill deputy positions and to help the Councilor perform the work
necessary.

Dave has one person ready for the auditing team.
F2. Bob Trepanier, Bylaws Committee - no report
F3. Jeff Jaswa, Examining Committee
Applications for Senior Membership are up following the article
in the VISTA concerning senior membership. Ron Akers and Dennis
Arter were elected as Fellows of the ASQC.
F4. Dennis Arter, Newsletter
Newsletter was published in April 1996. Address changes continue
to be a problem. Any address changes must be done by the
individual through the ASQC in Milwaukee, 800-248-1946. We are
getting good comments on the newsletter, plus the printing done
by Milwaukee is saving us considerable money. Letters to the
editor were discussed as needing a bit of rebuttal to bring out
all sides of an issue.
Electronic publication is available on the ASQC bulletin board
system. (see the editorials in the last two VISTA newsletters for
information on signing up and getting the newsletters
electronically).

F6. Mike Beeler, Publicity
The new QAD brochure is available and will be given out at the
conference booth. Beeler presented an idea for a drawing to pay
for the CQA exam fee paid by the QAD. Archie Bice offered the
ideas for a briefcase and for candy. Other ideas were also
presented.
G. Dennis Arter, Vice Chair - Technical
G1. Chuck Carlson, Program Committee Report
AQC Program in Orlando: we are responsible to fill out our
speaker sessions. Chuck Carlson, Division Session Manager, did
this job for the current conference and is doing it for the next
conference, also. We have two sessions at this Chicago AQC: one
general and one specific. Les Easter, Technical Session Manger,
is helping out on the program. Monday's general session is
international. The Division's presentation is on Wednesday with
Dennis Arter and Dave Kildahl, JP Russell and Terry Regel, and
Bruce Campbell representing the origins of the Division and its
history and the future of auditing.
We have requested a two hour block for next year's AQC in
Orlando, FL.
G2. Publications - JP Russell
The new Division Flyer is available in the booth this year. The
handbook is in draft form and coming closer to publication. It
should come out this Fall. Currently the draft is in the
tie-breaker committee to resolve some technical issues. These
areas seem to parallel the same issues of the BOK where there is
some question. The handbook should be issued by the 1997 QAD
conference. Handbook should be useful as a teaching aid and
there will be restrictions on the copyright. Price of the
handbook has not been determined at this time. There might be a
way to bring the QAD members the handbook at the lowest cost
possible.
Book of Book Reviews: This is a possibility. This will be
discussed further after JP gets the handbook issued.
The Regional Councilor handbook is out and being controlled by
Wendy Finnerty now, with turnover very soon to JP for
maintenance.
G3. Archie Bice, Standards Committee
The fundamental rules of auditing/principles have been drafted
through Archie Bice. These will be worked to final form and
presented through the committee.
The committee will be working to provide input to the national
committee developing the revision to the ISO 10011 standards.
John Stratton is on the main committee that will provide USA
input. There are many auditing functions that will be moving
together: ISO 10011, ISO 14000, safety, and health. There was
considerable interest in bringing these together or addressing
them in the committee. These questions are being addressed at
the International and National levels.
G4 - Dale Reaver, Certification Committee Liaison
The committee is currently revising the Body of Knowledge to
clarify issues and make it better.
Over the past year have done one item writing session, one item
review session, and two exam reviews. Fifty different CQAs were
involved in these efforts. There is a need to bring the BOK up
to date and clarified.
G5 - Cindy Lee Miller, RAB Liaison
Cindy and others looked at the BOK compared to ISO 10011. The
auditee's knowledge may not be adequately tested by the CQA at
this time. RAB now issues a newsletter for their auditors.
IATCA will now recognize RAB certification. Those seeking
IATCA/international certification may submit their request
through the RAB.
G6 - Dennis Arter, IIA Liaison
The Institute of Internal Auditors does not have a strong bond
with us because they simply don't know what we do. Dennis will
make a presentation to the IIA Quality Committee to help with
the communication.
G7 - Dennis Arter, Communications Committee
The BBS Forums on the ASQC BBS currently aren't very active. We
need people to sign up with the ASQC site to generate some
interest and discussion. The World Wide Web (www) Site for the
QAD is on the ASQC computer. List servers are being developed
that will facilitate communication among many people and the
sharing of ideas and thoughts. This allows quick announcement of
meetings, distribution of minutes, etc. and will be available
within the next six months. Call ASQC at 800-248-1946 for more
information on the ASQC.ORG computer system.
Bill Casti will hold a live demonstration of the Internet and how
to access the ASQC computer and Bill's computer (QUALITY.ORG)
using your computer. Lists and list servers will be
demonstrated.
H. Dave Kildahl, Strategic Planning Committee
The strategic plan was developed and published. Now it is time
to rethink/update/revise the strategic plan for the QAD. This
will be done for the QAD during this conference. Results will be
published in the VISTA.
J. Charlie Robinson, Open Forum
Charlie asked that specific items to be put on the open forum
agenda be listed and time assigned so we don't go beyond our
scheduled times.
1. Dale Reaver moved that:
the QAD allocate up to $30,000 to fund a review
and update of the CQA Body of Knowledge in
association with the Certification Committee and
Educational Testing Service.
Seconded by Norman Frank.
Dale then presented a list of the BOK issues that are having
difficulty in developing questions for the exam. These were
highlighted to the attendees. There were about 43 items
highlighted as needing clarification.
VOTE: Passed.
2. Dennis Arter moved that:
Quality Press is authorized to print and
distribute a copy of the Q10011 standard to all
Quality Audit Division members who have joined or
renewed by July 31, at a price not to exceed
$2/copy.
Seconded by Dick Baehr.
Considerable discussion for clarification and distribution
took place. This will be all three parts of the Q10011
series. This will be a one-time event.
VOTE: Passed.
3. Charlie Robinson asked for input on having the business
meeting on Saturday, rather than Sunday. General consensus
was to hold it on Saturday, but start it later in the day to
allow folks to fly in on Saturday morning. Also, better
publicity for the meeting was voiced as needed to help
generate interest.
4. October meeting will be in October 5, 1996, Double Tree
Inn, Century Blvd, Los Angeles (LAX).
Dave Kildahl moved adjournment. Chuck Carlson seconded the
motion. Passed by voice vote. Charlie Robinson adjourned
the meeting.
