     that will impact on or increase the applicability of ISO 14001.  In 
     fact, CMA's Board is stepping up its pressure to encourage all members 
     to participate in the Responsible Care Management Systems Verification 
     process by the end of 2001.  
     
     Further, it appears that the Board is proceeding down a path of 
     creating a standing committee of the Board for Responsible to focus on 
     the "next steps."

The person who was discussing this indicated that something in the 
Responsible Care program would go away after 1998 which would be detrimental

I was simply trying to find out if this was his opinion  (apparently this is

First, my apologies for the lengthy snip included.  Second, our
organization did not start the thread concerning ISO 14001 replacing
Responsible care.  However, as a member of an ISO 14001 registrar, I can
assure you all that we have absolutely no interest in the elimination of
Responsible Care, and would not be inclined to advocate its elimination
in an attempt to sell our services.  In fact, institutions like
Responsible Care have been incorporated into EMS's as part of the "other
requirements to which the organization subscribes" in section 4.3.2 of
ISO 14001.  Just our two bytes worth...

It would seem that this would appeal to many companies, considering the cost
benefits available.  Why invent the wheel again?  The argument regarding the
same people doing ISO 9000 then shifting to ISO 14000 that was voiced in
this list over the last days and weeks needs to be heeded.  I think that the
best scenario would see the combining of the 9000/14000 teams into an
overlapping committee, headed by the "champions" for each application.  In
that way, work done by each teams could be immediately available for
scrutiny and use by all concerned.  I see real economies here.

In the Netherlands the government has been promoting the introduction of
environmental management systems for some years, supporting initiatives of
local authorities, sectoral organisations, trade unions etc.: education and
training, awareness building, developing concepts and instruments to assist
the implementation, etc. All this from the viewpoint that sustainable
development cannot just be the responsibility of the state, but must be
pursued by companies and their workers/workers' representatives.
This policy also lead to the use of voluntary long term agreements with
industrial sectors. Companies involved in these agreements are to produce a
strategic environmental plan every four years, indicating their efforts to
achieve the long term sectoral targets. If licensing authorities agree with
this plan, they will take it into account when drawing up the license
conditions.

The current policy is that when a company can show that is has a
well-functioning environmental management system, and that it has a
sufficiently ambitious environmental strategy, the licensing authority will
express it's trust in the license (only global targets, leaving the company
room for priority setting, investment timing etc.) and in it's inspection
policy (less frequent, less detailed, mainly administrative). 
The question wether the environmental management system is functioning well
enough is basically not dependent on a certificate. However, a certificate
(ISO 14000 or EMAS) can be a very powerful communication instrument for a
company to show it's competence. This way - indirectly - the Dutch state
does promote ISO 14000 and EMAS.

Apologise for this repeated subject again but would like to hear any updates 
from users. l am currently using one and find some difficulty so l would 
like to know who else might be working on this. l do not think it it nice 
to boardcast the title that l am using as l might be just "slow" rather

HEADLINE: ISO STANDARDS BODY MEETS IN TOKYO

The International Organization for Standardization (ISO)'s Technical
Committee 207 (ISO TC 207) is holding its fifth general meeting at the
Kyoto International Conference Hall April 18-25.
  
ISO TC 207 is responsible for setting international standards in the field
of environmental management tools and systems, and it holds a general
meeting every year .

HEADLINE: HONG KONG AGENCY PREPARES COMPANIES FOR ENVIRONMENTAL CHALLENGE

The worldwide quality assurance movement is picking up steam and it looks
as though the environment will be the next major push. 

"It's already happening,"  said John Lo, the chairman of the Hong Kong
Quality Assurance Agency. 
  
"ISO 14000 was established at the beginning of 1997. We are now doing a
lot of promotional work to make companies aware of the environmental
trend, which is already gaining momentum in Europe."

HEADLINE: ISO 14000 APPROACHES EMAS STATUS
 
A EUROPEAN COMMISSION ENVIRONMENT committee has voted unanimously to allow
companies certified under the ISO 14000 environmental management system to
qualify for the European Union's Eco-Management and Audit Scheme (Emas).
The motion is expected to be endorsed by the European Counsel of Ministers
within the next two to three weeks. 

HEADLINE:  HOECHST'S INTEGRATED MANAGEMENT SYSTEM

HIMS is a modular management system that is being developed and introduced
as a pilot project at the company's Frankfurt site, with a view to meeting
the requirements of EMAS, the EC's Eco-management audit scheme and ISO
14000 regulations.

HEADLINE: SURVEYOR INDONESIA TIES UP WITH LLOYD'S REGISTER

JAKARTA (JP): State-owned PT Surveyor Indonesia, after loosing its pre
shipment inspection contract with the government, tied up yesterday with
Lloyd's Register of England to become more competitive in the inspection
business. 
 
Last year, Surveyor Indonesia also signed a memorandum of understanding
with German surveyor firm TUV Nord to set up a joint operation in the
field of ISO-9000 and ISO-14000 certification. 

The company was established in 1991 by the government, in a joint venture
with Geneva-based Societe Generale de Surveillance (SGS), to take over the
inspection of Indonesian imports at points of loading from SGS which had
carried out the work since mid-1985

SGS had since 1991 acted as Surveyor Indonesia's subcontractor in
conducting import inspections. 
 
HEADLINE:  2 NIPSCO FACILITIES FIRST UTILITY UNITS TO GAIN ISO 14000
CERTIFICATION IN U.S. 

Two facilities operated by Northern Indiana Public Service have become the
first utility operations in the country to become certified under the new
ISO 14001 environmental management system standard. 
 
Certification of NIPSCO's Michigan City station and the Electric Service
Center/Central Stores facility in Valparaiso was announced last week by
Advanced Waste Management (AWM), a Hixson, Tenn.-based auditor accredited
by ANSI-RAB, the official U.S. International Organization for
Standardization ISO 14000 accrediting body. 

HEADLINE: INDIA: TIE-UP AREAS SPOTTED FOR TRADE WITH BRITAIN

MORE than 400 Indian companies had held discussions with the British
Environment Mission, whose visit to Mumbai, Ahmedabad and Chennai
coincided with the visit of the Royal Yacht Britannia, according to the
Mission Leader and Director-Environment in the UK Department of Trade and
Industry, Dr. Colin Hicks. 

Speaking to newspersons after the one-day seminar and one-on-one
discussions with the south Indian companies here, Dr. Hicks said the areas
in which these companies showed interest for partnership with British
companies were, aquaculture, water and waste-water treatment, environment
management and auditing (ISO-14000), waste minimization, low-energy
technologies, solid waste management and partly-financed insfrastruture
development. 

HEADLINE: RETAILING / SUPERMARKETS: NEW DRIVE TO PROMOTE FOOD EXPORTS:
MEETING SOUGHT WITH JAPAN'S SEIYU CHAIN

The Industry Ministry wants to encourage supermarket chains in Japan, the
US d the European Union to buy processed food products from Thailand. 

To achieve the 10% goal Thailand has to improve its sanitary standards.
Trade partners often cite this as a reason for limiting imports. There
will now be a push to raise production standards among food manufacturers
to ISO 9000 and ISO 14000 certification levels. 

HEADLINE: APPLE COMPUTER REGISTERS TO ISO 14001

Apple Computer Sacramento Operations Center, has attained International
Standard 14001 registration. The formal certificate presentation will take
place during the site's Earth Day celebration on April 18, 1997.  This
achievement is consistent with Apple's proactive stance towards
environmental management and belief that exceptional environmental
performance can best be achieved through a systematic management program. 
The Apple Environmental Management System establishes a clear set of
environmental goals, objectives and policies and includes continous
improvement elements to ensure it remains dynamic and current. The system
incorporates all regulatory obligations to ensure the site complies with
or surpasses all local, state and federal environmental requirements. 

HEADLINE: ISO 14001 AUDITORS FIND VALUE IN RAB CERTIFICATION

Milwaukee -- The Registrar Accreditation Board (RAB) Environmental
Management Systems (EMS) Auditor Certification Program is providing
valuable professional credentials, according to the first three
individuals certified under the U.S. program for ISO 14001 auditors. 

HEADLINE: NATIONAL ENVIRONMENTAL MANAGEMENT INSTITUTE OFFERS ENVIRONMENTAL
LIABILITY AUDIT EVALUATIONS

TSD Central and The National Environmental Management Institute (NEMI) an
organization which represents all aspects of the waste generating,
treatment, and disposal industry have joined forces to develop and
implement programs that reduce the impacts of waste generating, treatment,

which wastes are managed through transportation, treatment, and disposal

HEADLINE: CHINA SET TO EXPAND USE OF ISO ENVIRONMENTAL STANDARDS

China is expected to expand the use of the standards of the International
Standards Organization (ISO) in environmental management, in a bid to get
enterprises to put resources to rational use and protect the environment. 
 
HEADLINE: IMPORTERS SHOULD BRING IN QUALITY PRODUCTS, SERVICES

"While foreign countries have been insisting that Made-in Malaysia goods
meet their standards and quality certifications before the products are
allowed to be sold, Malaysian importers have not been doing so.  "I am
sure Malaysian consumers do not mind paying slightly more if the imported
products are of high quality and safe to use," she added.  Up to April 3
this year 1052 locally incorporated companies have received the ISO
9001/9002 certification for quality processes, 1461 certificates have been
issued for products and six obtained the ISO 14000 certification for the
environment.  Rafidah later presented Sirim's 1,000 th ISO 9000
certificate on quality processes to Sapura Digital Sdn Bhd, the Adam
mobile phone network operator.  Sirim QAS, a fully-owned subsidiary of
Sirim Bhd, has undertaken all the certification activities which was
previously carried out by its parent company. 

HEADLINE: INDONESIAN INDUSTRIAL FIRMS URGED TO BE ECO-FRIENDLY

Industrial companies in Indonesia have been urged to implement an
environmentally- friendly production program, in line with the
requirements stipulated in the international standard ISO-14000.

HEADLINE: APEC ASKED TO STRIKE BALANCE BETWEEN ENVIRONMENT AND OPEN TRADE

Talks on environmental concerns among economies within the Asia-Pacific
Economic Cooperation (APEC) group opened here Tuesday with a warning that
global green standards should not be used to hinder trade. 

HEADLINE: ENVIRONMENT-CHILE: COURT RULING PROMPTS NEW ENVIRONMENT REGULATION

The Chilean government has passed a new regulation making environmental
impact studies (EIS) obligatory for new industrial projects that may harm
the environment.  As a result, some large projects that were previously
approved by the government could now end up in court. 

Meanwhile, unlike in its efforts to create a consistent national
environment policy, the government appears to be making some headway on a
plan to implement international standards for environmental management. 
It is preparing to put in place the International Standard Organizations's
ISO 14000 series of voluntary standards on environmental management and
auditing systems.  It also plans to accredit companies which have
integrated the standards.  The norms mainly concern the mining, fishing
and forestry industries, which want to export to countries where these are
compulsory.

performance, Mr. Hari Prasad said. 

HEADLINE: INDIA: 'INDUSTRY MUST ADOPT ECO-FRIENDLY TECHNOLOGY'

It was time industry committed itself to adopting environment- friendly
technology to help India in its quest for seven per cent growth rate per
annum, as legislation alone could no longer check pollution and
environmental degradation, the Union Environment Secretary, Mr. T. K. A.
Nair, said here today. 

Mr. Vinay Kumar, president of the PHDCCI, urged the corporate sector to
adopt environment management systems speedily, as the ISO 14000 series of
environmental certification for industry could not be ignored any longer,
especially for players in the global market. 

Mr. John J. Mapes, an environment management expert from the United
States, said over 130 companies in Japan and 60 companies in South Korea
had obtained the ISO 14000 . The United States- Asia Environmental
Partnership designs programs and schemes for assistance and development to
industries for leveraging incentives in the international market place for
environmental management.
