Even though answering a bit late, I hope I can still be of some help.

Beneficial environmental aspects and impacts are harder to find than adverse 
ones because few companies have obvious ones.  However, planting trees on a 
site, organising - or even easier - sponsoring campagnes on environment 
preservation and awareness, are examples of positive impacts beacause they 
don't fix something that is going wrong but they are improving on something 
(being proactive in some sense).  An even more important positive impact for 
a design office for example is to make an objective of providing all its 
customers with environmentally-sound alternatives to their design 
requirements (e.g. low energy consuming machinery, good insulation in 
buildings etc.).  Consultants can have positive environmental impacts if 
they can prove that they advise their clients - and - convince them to make 
sound environmental choices, investments etc.  Environmental training is 
another one.

As to how registrars view this, well, the one that I have talked to gave me 
the impression that they are not expecting many of these positive aspects to 
be addressed during the initial stages of EMS implementation since at that 
stage people are usually trying to fix up all the mess!  But later, when 
they meet all regulations and further decreases and reductions in emissions, 
raw materials etc. become impossible, the requirement for continuous 
improvement can only be met with enhancing these possitive enviro aspects.

We have considered increasing the volume of recyled 
materials  and using that as a target.  I don't see why 
increasing the good would be unacceptable.  One could argue 
that, for instance, recycling is really only a cleanup of a 
bad thing, and therefore is not really "positive" but at 
some point the discussion turns into one of semantics.

This reminds me of many discussions we have hear about how 
autidors will view our activities and procedures.  I think 
that we need to keep in mind that they are auditing us, but 
at the same time, we are still customers of a service.  
Auditors are interpreters of rules, but the subjective 
nature of the interpretation process allows input from the 
auditee as well as the auditor.  

I hope this makes sense.  It's been a long week already ; )

I am putting together a webpage collection of Environmental Impact
Assessment (EIA) reports. The hardest part about this project is to get
EIAs in digital format. I have pleaded with authorities to ask the
project proponent to make it available in digital format but have meet
with resistant which prompted me to pursue this even more. In fact, I am
wondering if it is possible to legally enforce proponents to prepare
EIAs in digital format ? So if you can help or know someone who can, it
will be appreciated. As a reward, your contribution will be
acknowledged. So far I am scanning them in and it takes a lot of work.
The aim of this website is to encourage "peer-review" and the only way
is to put as many EIAs next to each other as possible. Also it will
allow more people access to EIAs and more. Your input and ideas to
expand this site are most welcome. It is almost 30 years since 1969 when
EIA regime was initiated although many countries follow in the early
70s. From a historical standpoint, I hope to be able to gather some of
this reports reflecting the last 30 years. So if you have some past EIAs

Dear interested listeners,
i follow the iso 14000 list now for a while and found some interesting
threads in here.

Maybe some of you can help me to fill up my thesis with some ideas on the
standard.
My questions are the following:
(The first two questions are my main problems at the moment.)

1. What influence had interest groups on the development or revision of the
standard ?

2. What requirements should a environmental standard have? (from company
and its stakeholders point of view?)

3. What are the main weak points in the standard ?

4. What action should be taken in revisions?

5. How do you see the future development in this standard?

6. Are there any free studies on the above mentioned points available?

Anybody should feel free to give me his/her comments on one or more of the
above questions.

     example(s)?  (the standard tells us to identify adverse and 
     beneficial).
     
     I'm wondering how 3rd party registrars have viewed this issue.
     
     Do we codify the good things we're doing to ensure we keep doing them? 
     -or- would significant aspects be better focused on improving 
     deficiencies?

were published 15 April 1999,
The document was available from BSI, UK, 11 May 1999.

OHSAS 18002, Guidelines for the implementation of OHSAS 18001 is expected to
be published in October 1999.
There is a draft of OHSAS 18002-V7 in progress and the next OHSAS meeting
will take place 2 September 1999,
final review of comments against OHSAS 18002 is expected in October 1999.

I've seen, as a significant aspect, a reduction in air/water emissions. 
The impact was a general improvement to the environment occuring as a
result of lower emissions.  The aspect was significant, however, because
the company assigned significance to most "regulated" aspects.  The
objective then became an additional percentage reduction (say 10% more over
a yearlong period).  Essentially, they were improving on a good thing.

As an auditor for a 3rd party registrar, I think that we'd view it as
evidence of a very comprehensive aspect / significance analysis procedure,
since you're right in assuming that most companies focus only on a few,
negative impacts.

Yes to both.  The objective of an EMS is *control* over environmental
aspects.  "Beneficial" aspects still require control to maintain the
benefit over time.  Deficiencies also require control, since they could
lead to regulatory non-compliance, reverse pollution prevention efforts,
and/or prevent continual improvement of environmental performance.  The
effort needed to control these aspects is assigned based on significance. 
And significance is often quantified on the basis of the *degree* of
impact, whether that occurs in a "good" or "bad" direction.

A few examples of positive aspects that turned into objectives:

Preserving habitat near a facility (native plants, animals, wildlife
preserve)--this would be opposed to having the site mainly concrete or
asphalt.

Golf course on site (controversial since upkeep could be chemical and water
intensive)

Pond that employees fish

visual appearance of facility--building, natural lighting,
landscaping--could be important if company is expanding, remodeling, or
building another facility

wellness programs for employees (more for health & safety, but could be in
scope for environmental if the company desires)

earth day "type" awareness programs

the use of recyled or recovered metal in foundry instead of freshly mined
ore

Do these seem like positives to you?

We have considered increasing the volume of recyled 
materials  and using that as a target.  I don't see why 
increasing the good would be unacceptable.  One could argue 
that, for instance, recycling is really only a cleanup of a 
bad thing, and therefore is not really "positive" but at 
some point the discussion turns into one of semantics.

This reminds me of many discussions we have hear about how 
autidors will view our activities and procedures.  I think 
that we need to keep in mind that they are auditing us, but 
at the same time, we are still customers of a service.  
Auditors are interpreters of rules, but the subjective 
nature of the interpretation process allows input from the 
auditee as well as the auditor.  

I hope this makes sense.  It's been a long week already ; )
