re: The Draft CQSE Body of Knowledge

I've scanned, hypertexted and installed ASQC's draft Body of Knowledge for 
the CQSE. The pilot exam will be offered in some parts of the US in April.

The Body of Knowledge can be obtained in hard copy from ASQC
(1-800-248-1946) and is also now accessible from the "ASQC National
Information" section of the QUALITY.ORG homepage (look for the "NEW"
buttons). Unfortunately, ASQC did not provide me with an email contact
address you can send to for more information about the pilot exam. I do
know that Boston is one of the sections where the pilot will be held. If
you're in the Boston area--or can easily travel there--you can contact:

who can give you some more information about it.

If I can acquire a listing of the cities in which the pilot exam will be
offered and contact information for each of those sites, I'll add that
data to the site and post a note that it's now there. In the meantime,
call ASQC.

  U.C. Berkeley's ISO, BPR and CMM Seminars - A Practical Approach
  ----------------------------------------------------------------
During the WEEK of MARCH 18, 1995, in San Francisco CA, U.C. Berkeley 
Extension will offer three seminars focusing on the ISO 9000 series 
of standards, Business Process Reengineering, as well as the 
Software Engineering Institute's Capability Maturity Model (CMM).  

These ISO/CMM seminars go beyond the routine to address advanced 
topics such as the long term implications of maintaining ISO
registration, common myths promoted by a variety of books and
inconsistent interpretations of the standard, and how a new
international model called SPICE is attempting to harmonize
the ISO model for software and the CMM.  The Business Process
Re-engineering (BPR) session addresses the application of technology 
in process definition, work flow, and group collaboration.

Versions of these courses have been offered to international
audiences through other non-profit professional organizations 
including Semiconductor Equipment and Materials International (SEMI) 
and the American Society for Quality Control (ASQC).

ISO REGISTRATION FOR SOFTWARE AND SYSTEM PROVIDERS, MARCH
18-20, 1996, focuses on preparing software and information
technology organization ISO implementation teams to define
effective processes that deliver consistency, flexibility, and
ISO compliance.  The seminar prepares the student to manage
their ISO registration activities with the same attention,
rigor, and return on investment associated with the introduction
of a new product or service.  The seminar ensures that the
attendee will:

* Understand how ISO 9001 and ISO 9000-3 apply to software
  engineering and information technology organizations.
* Plan and manage implementation activities to achieve
  registration on time and within budget.
* Gain and maintain organization-wide support.
* Understand the long term benefit of registration through proper
  implementation and continuous improvement.

Course modules and frequent exercises focus on the specific
skills required to develop ISO compliant business systems that
improve organizational effectiveness and sustain product quality:

* Detailed overview of the standards - understand the practical
  application of the ISO requirements.
* Mapping processes - create a visual road map to define and
  analyze processes.
* Documenting processes - communicate objectives and methods in as
  few words as possible.
* Implementing processes - anticipate obstacles that can delay or
  block the introduction of new policies, procedures, and
  standards.

BUSINESS PROCESS REENGINEERING: BEYOND TECHNOLOGY, MARCH 
21, 1996, prepares the student to anticipate the impact, 
obtain the potential benefits, and avoid the pitfalls in 
applying technology to reengineering business processes.
The seminar ensures that the student will be able to:

* Determine organizational need and readiness for change
* Plan for all aspects of the implementation of new
  technology
* Identify processes that benefit most from the application
  of computers and information technology
* Select technology that fits your organization's needs for
  management control and productivity
* Avoid the assumptions that dilute the success of process
  reengineering
* Managing information

COMPARING THE SEI CAPABILITY MATURITY MODEL (CMM) TO ISO 9001,
MARCH 22, 1996, allows the student to identify and leverage
the strengths of these two models to improve software
engineering practices in their company.  The seminar prepares
the attendee to build durable, maintainable business practices
that incorporate both the SEI and ISO frameworks.  The seminar
ensures that the student will be able to:

* Apply ISO 9001 to software engineering through the guidance in
  ISO 9000-3.
* Resolve apparent discrepancies between ISO 9000-3 and ISO 9001.
* Use the CMM to answer key questions asked by ISO 9001.
* Identify the areas of overlap and difference between ISO 9001
  and the CMM.

Instructors:
Bob Bamford and Bill Deibler have a long and successful history of ISO
implementation in a variety of software and IT companies throughout
the United States.  Bob and Bill are the principals of SSQC. Since 1990, 
SSQC has specialized in supporting organizations in Software Engineering 
Life Cycle Definition, Software Quality Assurance and Testing, Business 
Process Reengineering, and ISO 9000 Registration. 

They have developed and published numerous courses, auditing tools,
research papers, and articles on interpreting and applying the ISO 9000
standards and guidelines. They are frequent instructors at international 
conferences; their bibliography includes the Standards article in the 
October 1993 issue of IEEE Computer, "Comparing, contrasting ISO 9001

CONFERENCE OBJECTIVES                                 

TQM provides the overall concept that fosters continuous improvement in an
organisation.  The TQM philosophy stresses a systematic, integrated,
consistent, organisation-wide perspective involving everyone and
everything.  It focuses primarily on total satisfaction for both the
internal and external customers within a management environment that seeks
continuous improvement of all systems and processes. 

TQM is a necessity.  It is a journey.  It will never end.  It makes
Japanese industry a miracle.  It is the way to survive and succeed.  The
first objective of the 1st ICIT is to provide a forum for the
identification of the contemporary development in the theories and
practices of TQM, and for the sharing of experience. 

ISO 9000 series sets out the methods that can be implemented in an
organisation to assure that the customers' requirements are fully met.
Moreover, the organisation's requirements will be met both internally and
externally and at an optimum cost.  This is the result of efficient
utilisation of the resources available, including material, people and
technology. 

By the end of 1995, over 80,000 ISO 9000 certifications had been achieved
world-wide -- a significant increase from the end 1992 figure of 28,000. 
UK accounts for approximately half of the world share, with the rest of
Europe and the rest of the world sharing the remaining half.  Because of
the significance of the ISO 9000 standard, and its relationship to TQM,
the second objective of this Conference is to identify the impact of ISO
9000 implementation on TQM.

knowledge in ISO 9000 and TQM.

Master Of Science In Quality Assurance  (MSQA) offered over the
Internet by California State University!!!!!!!

California State University Dominguez Hills  is proud to announce the
offering of it's Master of Science Quality Assurance (MSQA) entirely
over the Internet.  Students who have access to the Internet either at
home or from work will be able to complete the degree without ever
having to come to the CSUDH campus.  List serves, private and group
e-mail, comprehensive syllabi, videos when applicable, text books and
other materials will provide a complete academic experience for all
participants.  Students will have access to library services, individual
counseling and tutoring via the Internet.
The MSQA Internet program should not be confused with the more
solitary  correspondence or satellite offerings; this will be a highly
interactive  learning environment .

Course work will be offered three times each year: Fall and Winter
Semesters and Summer Session.  Students will also complete a Project
but no thesis is required.  The program schedule will allow the degree to
be completed in  approximately two and a half years even taking into
consideration the demands of the working adult student.

Students may participate in three courses (nine units) before having to
officially enroll in the entire degree program. Students may also take
courses for personal interest or professional development.

The first course in the series, QAS 520, Quality Cost & Supplier
Evaluation will be offered starting February 19th.  Enrollment is allowed
through Friday, February 16th.  Information regarding withdrawals and
refunds will be available at the time of registration.  Here is some
