Subject: ANNOUN:  Software Industry Quality Forum Meeting

Over the past 12 months I've posted periodic announcements about the 
Software Industry Quality Forum (SWIQ) activities.  Here is an update.  The 
following is a short introduction to the SWIQ and then a meeting 
announcement.

The SWIQ is a US based organization formed in January 1995 to continue the 
US software auditor certification work begun by the SQSR.  During 1995 the 
SWIQ prepared and presented a proposal to the RAB for adding software 
auditor certification requirements to the existing RAB procedure for 
certifying ISO 9000 auditors.  After our presentation to the RAB on 14 
November 1995 and subsequent telecons, the RAB chose not to address the 
technical merits of our proposal.  Consequently nothing will change at the 
RAB level regarding the certification of ISO 9000 software auditors.  The 
SWIQ is holding a meeting in late June to discuss the RAB's response to our 
proposal and discuss further actions (see below).  If you are interested in

A planning session for the SWIQ will occur on June 27-28 in Denver.  This 
meeting will give the SWIQ an opportunity to close out our involvement with 
the RAB and discuss options for involvement in other areas.

TickIT was recently opened at all levels making it possible for another 
accreditor to petition DISC-TickIT to offer the same services as the United 
Kingdom Accreditation Service (UKAS).  This new opportunity would certainly 
be a positive outlet for the SWIQ initiatives and recommendations recently 
stifled by the RAB.

Currently, the plan is to have the meeting in the south part of Denver 
which would make access to the Colorado Springs airport easier.  Flights 
into Colorado Springs are generally a substantial savings over flying into 
Denver.

Please let me know by May 31, 1996, if you are interested in attending.

New Auditing Newsletter Available

"The Audit Journal Monthly" is a newsletter aimed at the person who does
audits.  The emphasis is on practical tips on how to do a better audit, on
skills and tools used to perform audits, and on how to make the best of
the logistics of performing audits.  Application of tools to actual and
representative situations help the auditor learn the ins and outs of using
the tools. 

The "Audit Journal Monthly" is a full color, 12-page newsletter being
published by Horseman Associates, with Marlin Horseman and Norman Frank as
editors.  Initial subscribers also receive the manual "Rebuilding the
Audit Process to Make a Difference", which was used in the course of the
same name at the Kansas City Quality Audit Conference.

QUALITY.ORG is happy to support another email discussion list on 
the process and effects of downsizing, on corporate quality and on the 
people, products and functions downsizing might affect.  

So, I've put such a list in place, called: downsizing@quality.org.

Anyone who wishes to be on this distribution list will need to send me a
message with the "Subject:" line of "Downsizing list", along with the
their email address. Until there is enough visible support for it, I'd
rather not have to go through the hassle of setting it up on the Majordomo
List Management software system, so I'll just add the addresses to the
list manually until the subscriber list becomes large enough. 

Feel free to re-distribute the above information. I am distributing this
message to the QUALITY list and the other lists I support here. If you

Subject: Quality Plan

Hi All,

As one of my first tasks as a fresh Quality Assurance engineer
I need to prepare a Quality Plan as required in par 5.4.1 and
described par 5.5 of ISO 9000-3.

I'm working in a project where both HW and SW are internaly 
specified, designed and developed.  It's a real-time 
telecommunications system with SW written in C and assembler.

It seems to me that most of the requirements are in place and
even that a lot of the stuff that is required by ISO9000-3 is
already in the other quality documents.  Basicly I suspect that
the Quality plan will be an overview of where everything can be
found.

But I would like to go the extra-mile and surpass ISO9000-3. There-
fore, any help would be appreciated, as to examples, tips and pointers
to do so.

     A great QAP bootstrap is Janet Novack's The ISO9000 Quality Manual 
     Developer with diskette (WW,WP), published by Prentice Hall, sold by 
     Borders Books.
     
     Take note that the 1994 revisions to ISO changed the scope from 
     Quality Assurance to Quality Management.  The ISO-9000 compliant 
     Quality Manual seeks to identify all the quality management aspects of 
     your enterprise - not just the assessment, evaluation and 
     underwriting.  This is a scope and breadth which exceeds the SEI-CMM 
     in the non-software developing disciplines.  In the software (and some 
     systems) disciplines the SEI-CMM has much more in coverage.
