Subject: Re: QSAR/IAF -- WYAUHIGCHI
What Yet Another Ugly Horendous Inter-Governmental Certifying Institution
(WYAUHIGCHI)? All this extra redtape is making Deming turn over in his
grave. More international bureaucracy -- crescit eundo (NM)!!! Let IEC
sign onto ISO. Let ISO sell its contents to the real customers not just
the technocrats and potential auditors, stampers and trainers.
It appears that this QSAR/IAF order of business is who would hold what
stamp. (Speaks for itself).
Maybe we all would have been better with a totally independent
(NONGOVERNMENTAL) consortium -- say The Mother Earth Quality Association
with NO POLITICS and NO RED TAPE. Each company can brag about what level
or criteria set they they have self-appraised themselves. However, BUYER
BEWARE and AUDIT RIGHTS part of every sale. You don't want to drop your
knickers for a cough test -- don't brag about your process.
Of course, this seems too simple to be rilpolitik, so just pass it off as
yanqui delirium tremens.

Subject: ISO Certificate problems
Several weeks ago I posted a survey being conducted by the ISO/IEC and IAF
concerning problems that businesses may be facing concerning international
recognition of their ISO 9000 certificates. Based upon several questions
from respondents we have simplified the questions. If you responded to the
earlier survey, we appreciate your inputs. If you haven't, particulary if
you have had problems having your certificate recognized, we would
apppreciate hearing from you.

QSAR/IAF Business Survey
- -----------------------------------------------------------------------------
- ---
A significant amount of international trade depends upon, or is facilitated
by, accredited ISO 9000 certificates.
It has been suggested that some companies are experiencing problems in
having their accredited ISO 9000 certificates internationally accepted.
Two organizations, the International Accreditation Forum(IAF) and ISO/IEC
Quality Systems Assessment Recognition (QSAR) are cooperating to better
understand the extent of the problem. They are committed to developing
solutions that will facilitate the mutual recognition of accredited ISO 9000
certificates on a global basis. It would be most helpful if you could
provide answers to the following questions:
1. During the past twelve months, has your organization
encountered any problems in international trade due to
non-acceptance by your customers, or potential
customers, of your accredited ISO 9000 certificates?
[ ] Yes [ ] No [ ] Don't know or not applicable
If you answered "No" or "Don't know or not applicable" there is no need for
you to continue with the survey. Please return the survey as indicated at
the end of this questionnaire.
2. If "Yes", could you please describe the problem that
occurred and how it was resolved.
3. In your opinion, would the problem have been resolved if
your accredited ISO 9000 certificate had been
recognized, or endorsed, by your customer's local
Accreditation Body?
[ ] Yes [ ] No [ ] Don't know or not applicable
4. Do you think that some additional endorsement of your
certificate by the ISO/IEC would help you overcome this
problem?
[ ] Yes [ ] No [ ] Don't know or not applicable
5. If the answer to either question 3 or 4 was yes, would you
be prepared to bear an additional cost for such an
arrangement?
[ ] Yes [ ] No [ ] Don't know or not applicable
6. What would you consider to be a reasonable surcharge for
such an arrangement? (Expressed as a percentage of the cost of your ISO
certificate.)
[ ] Less then 1% [ ] 1% to 5% [ ] 5% to 10%
Thank you for taking the time to complete this questionnaire. Please return

I have cross-posted this inquiry on the iso 9000-3 mailing list. It is a
more appropriate place for such a question. Perhaps you should also join
there (send e-mail to majordomo@quality.org with a text line saying

Subject: A serial mini-survey (No.1)
Dear colleagues,
- - A Survey of Base Process Activities Towards Software Process Excellency
Welcome to participate in the serial mini-survey!
For writing up my PhD thesis I would like to consult your experience
and knowledge in software-engineering-process practices. This is a
serial mini-survey lasting about four weeks. I would like to send you a
short questionnaire every day which just takes five-minute to complete.
In return I will provide you with a report of the statistics and
benchmarked results of the survey towards software process excellency.
You may answer the whole questionnaire or any part of it. The final report
will be in general view, therfore your specific information will not be
disclosed individually. Thank you very much in advance!
Best regards,
Yingxu Wang
