Westerners who once viewed the land of the ascendant sun as a mecca for management ideas now dismiss the country as an economic basket case. Japan's onetime industrial prowess, they contend, resulted from price-rigging cartels and market-manipulating bureaucrats, not superior business skills. "In the 1980s large numbers of Americans came to Japan to tour factories," says Masakatsu Mori, country managing partner of Andersen Consulting in Tokyo. "But after the economic bubble burst in 1991, they quit coming here to learn." |

| ISO 9000: Registration or Compliance Your customers and market probably will help decide whether or not you go for certification.JIM HUNT Over the past five years, ISO 9000 compliance has come into its own as an internationally recognized structure for establishing and maintaining rigorous quality methods and procedures. Companies of all sizes use ISO 9000 as their primary guideline for creating, refining, and monitoring their quality-assurance programs. As a result, ISO 9000 registration has become a shorthand method for customers to assess the quality levels of prospective suppliers. In many cases, a third-party ISO 9000 registration is accepted as a substitute for other specific audit measures that would otherwise be conducted on-site by the customer. In some instances, a supplier's ISO 9000 registration is even used by customers as a "screening method," with nonregistered suppliers automatically eliminated from further consideration in the pool of available vendors. |
