Vergetis Lundin Assistant EditorNEARLY EVERYONE IN the business world has heard of it, but what really is the ISO 9000 series of international quality standards? Is it a stamp of quality difficult to achieve or merely a buzzword easily attached to a manufacturer's product to promote widespread acceptance? For facility executives that's an increasingly important question. Investments in building products and systems are being scrutinized now more than ever by organizational cost-cutters; being able to justify a given product decision hinges more and more on the facility executive's ability to demonstrate the long-term value of that decision. And what separates the low-cost item from one that offers the best value is quality -- particularly such quality-related characteristics as reliability and durability. The problem is trying to evaluate the quality of a manufactured product. Product manufacturers, of course, face the same dilemma

ISO 9000 for Service Companies(It's not just for manufacturers anymore!) Background How can a Canadian manufacturer have confidence in the quality of parts bought from a European supplier? It might institute quality controls in its receiving department. This system would allow for acceptance of only those parts that meet the Canadian company's quality standards. However, such a system is not only expensive to administer, but defective parts must be shipped back to the supplier and replacements awaited. Another solution is to look to the quality assurance concept, introduced in the United States in 1950 by buyers for the Department of Defense (armament sector). This concept was directed at suppliers and had as its objective prevention of poor quality rather than its detection after the fact. Thus began the American army standard known as MIL-Q-9858. Then, ten years later in the early 1960s, the United Kingdom launched its own version of quality assurance with the Polaris program. By the 1970s, a number of national standards from a variety of countries had been introduced. Each country had its own set of standards, which created some difficulty when doing business with other countries.

ISO 9000 at Work

ISO 9000:2000 Draft Submitted for Review TC 176 of the International Organization for Standardization has recently submitted working drafts of ISO 9000:2000 and ISO 9004:2000 to its members for review and comment. Since these documents represent the first of several steps in the evolution of the standard's revision, I would be foolish to go into too much detail on their contents as they will likely be substantially changed before their final release. However, some indication of the way they are likely to be changed can be revealed.

One of the major expressions of this interest has been through implementation of standards and guidelines issued by ISO/IEC (International Organization for Standardization/International Electrotechnical Commission) and, in Europe, CEN/CENELEC (European Committee for Standardization/European Commission for Electrotechnical Standardization). Among the goals of the ISO 9000 family of International Standards is provision of quality system guidelines [1] to complement the specific product requirements that are typically incorporated in specifications provided by "customers". Publicizing your ISO 9000 or ISO 14000 certification ISO does not assess or audit quality systems to confirm that they conform to an ISO 9000 standard and ISO does not assess or audit environmental management systems to confirm that they conform to ISO 14001. ISO does not issue either ISO 9000 or ISO 14000 certificates. ISO does not carry out approval of ISO 9000 or ISO 14000 certificates, which are issued by certification (registration) bodies independently of ISO. "ISO certification" or "ISO registration" does not exist, whether to ISO 9000, ISO 14000 or any other of the standards ISO has developed. What is, in most cases, meant is "ISO 9000 certification" or "ISO 9000 registration" (and increasingly in the future, "ISO 14000 certification" or "ISO 14000 registration") – which is performed independently of ISO.
