| Information: The Next Quality Revolution. We need a new quality revolution, and the sooner we get it started, the better. We've experienced the product quality revolution and the service quality revolution. Both are still underway and bringing us valuable lessons. Next comes the information quality revolution. With all the talk about the shift to an information-based economy, it's surprising how little is said about the staggering costs of defective or mishandled information. The issue of information quality is a sleeping giant, and its effects could dwarf those of product quality and service quality combined. Information quality is the flip side of virtually every other kind of quality issue you can name, and the reduction of information-related costs could present an enormous opportunity to increase return on investment for many organizations. | Back Issues of this newsletter are available at Quality Org |

| Use of Commercial Quality Systems Standards in the Army As stated by the USD(A&T) in his memorandum of February 14, 1994 (enclosure 1), efforts to merge the defense and private sector industrial bases will require the increased use of commercial standards and recognition of contractor quality systems. Removing, the barriers to the use of the American National Standards Institute/American Society for Quality Control (ANSI/ASQC) Q90 and the International Organization for Standardization (ISO) 9000 series model quality system standards will facilitate achievement of the Department's acquisition reform objectives. The Army will take all reasonable actions to assist contractors to realize their goal of having a single quality system in any particular facility. One barrier to this goal is existing, Ion--term contracts that require conformance to MIL-Q-9858 while offerors with such contracts are proposing to use either the ANSI/ASQC Q1 or the ISO 9001 model commercial quality systems for new contracts. | Know

| THE IMPACT OF ISO 9000 ON THE DESIGN/CONSTRUCTION COMMUNITY Dr. H. Bruce Brummel, P.E. Why does an architect, an engineer, or a contractor have a need to know about ISO 9000? To answer this question, we must first understand what ISO 9000 is. The International Organization for Standardization (ISO) is the specialized international agency. One of the goals of the European Economic Community was to remove technical trade barriers. Standardized measures ensure that products and services meet the testing, safety, certification an legal requirements of all member countries.
