Unless the team in charge is fully effective, the project will be only marginally successful. As a result, before innitiating the process, I recommend to assess the level of maturity of the team in charge, and the readiness of its work structures to deal with the demands of the specific task to be performed. If the team is O.K., let them go; if not, identify PRECISELY the source of the difficulties, create a reinforcement program after which you reassess the team. I work with a scientifically validated questionnaire that yields the type of PRECISE data needed to perform all the above. I have recently completed the scientific validation of that instrument into Spanish. As a result, we are now able to obtain similar data from people from diffferent cultures working in a Anglo-Hispanic teams. First, my apologies for not introducing myself earlier. Second, my introduction: I am a soon to be retired Major in the United States Air Force whose main interest in consulting lies in my role as the Quality Advisor to my commander. We are a planning unit in Tucson, AZ which is in the beginning stages of adopting TQM as a leadership style and day-to-day way of doing business. It has been most challenging translating the reams of available information and examples from business terms (customers, suppliers, product, etc.) into terms meaningful to a military organization. When an organization cannot see the relevance and logic behind a change, it seems the consultant's job is geometrically more difficult. My second interest in consulting lies in my rapidly approaching career change. I have discovered several things about myself over the last 16 years, two of which are: I am happiest when I am teaching people, and I am a staunch TQM advocate. Therefore, my goals include either working with a company helping others begin the Quality journey, or a company which needs an internal expert. I do not wish to offend anyone by being up front about my selfishness in subscribing to this list. Now going solo with the occasional piece of work involving an associate. My 'corporate' career included time in systems engineering, sales & marketing as a professional and line manager. Several years in executive education and facilitative consulting, several years in managing various parts of the internal information systems organisation, a couple of years on 'loan' to establish a new local charity and finally some years in the company's developing management consulting organisation where I specialised in business re-engineering, business process management and other aspects of change. And that's what I'm still doing but now it's my way. I have a small portfolio of clients: one large utility company, a medium sized privately owned services and distribution company and some smaller advisory and educational work. My main belief is that none of the traditional or recent 'silver bullets' is worthwhile on their own but rather they must be seen by executive management and employees throughout an enterprise as part of a whole enterprise approach to long term improvement and change. I've been reading this list for several weeks and think I've found a forum where I can share my experience and learn from others. I am a Naval Officer (Commander) working for the Navy Personnel Research and Development Center in San Diego, California. At the Center, I am the Assistant Contracting Officers Technical Representative for a OR effort to improve the scheduling of 350,000 Navy training opportunities each year. Specifically, I help Tom Blanco, our senior civilian OR practitioner, direct the Navy Training Reservation System's development. Our prime contractor is SABRE Decision Technologies, a subsidiary of American Airline. We've used CASE and Integrated Computer-Aided Manufacturing Definition Language (IDEFO) tools to map what we do now and what it should do in the future. We'll move to a federated database system connecting up to 10 large computer systems world wide used by five Navy organizations and the other Services to plan and then send folks to training. Our goal is to adopt Airlines industries yield management technologies. I am one of the "change agents" and Tom is the "reengineering czar."... if it were only that easy ... Before I came to the Center, I worked directly for SACEUR (the US 4 Star General who in war or crisis commands all NATO troops in Europe). I was his principal negotiator at NATO Headquarters in Brussels for a realignment and reduction from 36 to 18 NATO military headquarters in Europe. That effort required "rethinking" command relationships, communications infrastructure, support and budgets involving 14 of the NATO allies. My job was to produce a viable military solution within a inherently political environment. I have a BA in Economics and Political Science and MS in Engineering Management from Vanderbilt University, and a MS in Strategic Planning from the Naval War College. In June I'll retire from the Navy. First, I will redecorate my wife's kitchen. Then, I plan to continue strategic planning. To help transfer my planning, computer, facilitation and OR skills from the DoD to commercial environment, I'll begin teaching Strategic Planning part time on the West Coast for the American Management Association. I've also developed a software package that mimics the multiple criteria decision making process taught by the Naval War College and would be used simultaneously by a 7-10 person work group developing a plan or comparing options. I should have the BETA version ready by 1 July. I'm very excited about moving to the next phase of my work. I will miss the close working relationships and seeming unsolvable problems we worked through in NATO and here at the Center. I will not miss the Government bureaucracy ... Since my recent work has been solely within the Government and I made decisions about money, I'll not be allowed to work within those areas directly for two years. I'm finding that most of you have some truly interesting things to say, barring the occasional flaming, and hope to learn from as well as contribute to this list. My undergrad is in computer science and economics, and I am graduating this May with an MBA in production management. I was the project leader for ISO 9001 certification at QTI. It's a long story as to how I stumbled into that position, but successfully receiving certification has lead to a lot of outside consulting and training in terms of project management, auditing, statistical techniques, applications of information technology and systems development. My clients have been in the electro-mechanical, medical devices, heavy equipment, computerized controls, printing, and packaging industries. The consulting has been enriching as well as lucrative, but strictly on a part-time basis. My full-time position is that of Quality Director and Project Manager for reengineering. It seems that I get drafted into every management craze that hits the trade journals. I'm not complaining, I've been learning and experiencing an incredible amount and feel very fortunate that I haven't slipped into the mediocrity of corporate status quo. I consider myself an agent of change and have been labeled "too" aggressive for some. My interest in this list is to learn from many of you, the experts, in the consulting field. I've been living and breathing the corporate initiative and deployment game for most of my career. My current re-engineering project has brought on the challenge of reorganizing the company into strategic business units (SBU's). Any insights on this venture would be greatly appreciated.
